There are many wonderful restaurants in Quebec City! My top romantic pick closest to where you are staying would be Le Saint Amour on rue Ste. Ursule. If you want the absolutely most heavenly (albeit expensive) restaurant, walk down to Lower Town to Initiale on rue St. Pierre. For more of a brasserie atmosphere, but with the romance of the river nearby, go to Le Cafe du Monde, also in Lower Town right on the St. Lawrence on rue Dalhousie.
