I don't know where Candles in the Wind is, but I stayed towards the western end of the island near Little Rockly Bay. Scarborough was within walking distance (couple of miles). On the seaside road to Scarborough I found this WONDERFUL place perched on the hillside, near the road and at the base of Patience Hill. It's a wooden structure, looks like a big gazebo, outdoor seating. The owner it (or former owner - this was some years ago) is an Italian guy who married a woman from Trinidad and Tobago. Wonderful food, friendly hosts, not expensive.
Scarborough is a small town, but the biggest one on Tobago. There are, of course, bars and restaurants throughout the town, but Tobago is quiet and laid back, especially in comparison to Port of Spain. The Blue Crab is one place I recall that was fun. The nightlife on Tobago is not terribly lively.
Jemma's Sea View Restaurant near Speyside has great food, though service is slow and there's no alcohol served. But you can get a table on their treetop platform and look out over the ocean!
